I am looking for a Used Western Saddle, what brands are good?
I like something fully tooled and maybe something with a little silver on it that would be suitable for showing. 16-17 inches, full QH bars.
I have heard circle y is good, as well as billy cook?
opinions? also, where is a good place to get these used?

Circle Y and Billy Cook Saddles are both good saddles. They are made to last so you should be able to find a good used one.
